Halton Winter Access Report 2026–27
A practical homeowner guide to municipal snow clearing, driveway windrows, parked-car access, snowblower-first service and what to ask before choosing a residential snow-removal service.
Municipal comparisonWhy 5 cm mattersParked vehiclesWindrowsHow to choose a contractorFAQWhen will I be able to safely use my property?
Municipal crews clear public roads and transportation infrastructure. A homeowner still has to think about the private driveway, steps, walkways, entrances and the windrow that may arrive after a road plow passes.
Snow handled. Life uninterrupted.
Quick answers
SnowRescue trigger
Seasonal service activates at 5 cm of qualifying snowfall, subject to the seasonal agreement and service conditions.
Residential operating model
Professional snowblowers + hand clearing, with deliberately limited route capacity.
Parked vehicles
When roughly 42 inches of safe equipment access remains, crews can often keep clearing accessible areas around parked vehicles. Conditions apply.
Post-plow returns
Premium includes up to 4 driveway-entrance returns per season. Signature includes up to 12.
Municipal snow service vs. private home access
Municipal winter operations and private residential snow removal solve different problems. Municipal crews prioritize roads, transit, sidewalks and public safety. Private service focuses on property-specific access: the driveway, steps, entrances, private walkways and — depending on the agreement — post-plow driveway windrows.
A municipal road-clearing timeline therefore does not automatically equal a household-access timeline.
Milton
Milton prioritizes major roads and transit routes before residential streets. When all streets need plowing, the Town says its aim is to complete plowing within 24 hours after snowfall ends, although heavy or successive storms can extend that period.
For most residents, the Town does not remove the windrow at the end of the driveway. Milton's 2026–27 Windrow Removal Program is limited to eligible residents age 65+ or persons with disabilities where no able-bodied person lives at the address. The fee is $71. Service begins only when snowfall exceeds 10 cm, after Town road plowing is complete, and completion may take at least 36 hours after all roads are plowed.

Oakville
Oakville does not begin residential-road plowing until snowfall exceeds 7.5 cm. Its paid 2026–27 driveway-windrow program runs December 1, 2026 through March 31, 2027 and costs $190.27 + HST ($215 including HST).
Windrow operations begin after the Town has finished plowing all roads and may take up to 36 hours after snowfall ends. The Town clears a windrow only once per winter event, does not clear the driveway itself, and says approximately 80% of the windrow is cleared rather than to bare pavement. Oakville also warns that the service may not be appropriate for special surfaces such as patterned concrete because equipment may cause damage.

Burlington
Burlington says residential roads are cleared after snow reaches 7.5 cm and that roads will generally be cleared within 24 hours after snowfall ends, subject to heavier or successive storms. City sidewalks are plowed after 5 cm of accumulation.
For 2026–27, Burlington approved a driveway-windrow program fee of $150 + HST. The enhanced service target is within eight hours after residential roads are plowed or within 36 hours after snowfall ends.

West Mississauga
Mississauga now clears a portion of residential driveway windrows after the final road-plowing pass. The City says windrow service is not required below 5 cm; for 5–15 cm, the opening is targeted within four hours after final road plowing; for 15–30 cm, within six hours; and for more than 30 cm or back-to-back storms, more than six hours may be required.
The resulting driveway opening is at least 3 metres wide. It is not cleared to bare pavement and is not salted as part of the windrow service.
Why a 5 cm private-service trigger matters
SnowRescue seasonal service activates at 5 cm of qualifying snowfall. A private residential trigger is different from a municipal road-plowing threshold because the services solve different problems: a municipality must allocate crews across a transportation network; a private contractor is serving a defined property route.
Environment and Climate Change Canada's 1991–2020 climate-normal framework specifically tracks days with snowfall of 5 cm or more. That makes 5 cm a useful reference threshold for significant residential snowfall days. Climate normals describe historical patterns, not a guarantee of the number of qualifying events in any specific winter.

Snowblower-first vs. truck-plow service
Truck plows and snowblowers are both legitimate snow-removal tools. They are suited to different operating models.
A truck-mounted plow is highly efficient for moving large volumes of snow across open surfaces. A snowblower-first residential model can provide more maneuverability around obstacles, reach private walkways and entrances, operate in narrower areas and reduce direct truck-plow blade contact with the driveway.
No powered equipment is risk-free. The defensible property-care claim is not “zero damage.” It is that a snowblower-first model reduces direct truck-plow blade contact and gives the operator more control around residential surfaces and access points.
Parked vehicles: the overlooked access problem
Many suburban households have multiple vehicles, garage storage, staggered morning departure times or widened driveways that are only partly occupied.
When approximately 42 inches of safe equipment clearance remains, SnowRescue's walk-behind equipment can often continue clearing accessible portions of a driveway around parked vehicles. Coverage still depends on vehicle position, snow depth, visibility, driveway geometry, hidden obstacles and safe discharge space. Areas directly beneath or immediately beside a vehicle may remain until the vehicle moves.
The windrow problem
A windrow is the ridge of snow deposited across a driveway entrance when a road plow passes. It often arrives after the driveway has already been cleared and can be denser, wetter and heavier than the original driveway snow.
This is why a private contract should define post-plow returns clearly. SnowRescue's 2026–27 structure includes up to 4 post-plow driveway-entrance returns in Premium and up to 12 in Signature. A post-plow return means reopening the contracted driveway entrance after a municipal plow creates a new windrow following the main private clearing; it is not automatically a full-property re-clear.
Coverage should match how the household uses the property
Essential
Driveway-focused seasonal clearing. Front entrance + stairs are available as a $200 + HST seasonal add-on.
Premium
Adds the primary pedestrian route — front walkway, steps and primary entrance — plus service notifications and up to 4 post-plow driveway-entrance returns.
Signature
Adds highest route priority, up to 12 post-plow driveway-entrance returns and expanded coverage areas such as selected side entrances or additional walkways.
Scope matters
Expanded coverage should be confirmed during quoting. A clearly defined scope is more useful than an unlimited-sounding promise.

Route capacity: the quality variable homeowners rarely see
Two contractors can advertise similar service windows but produce very different experiences. Actual route performance depends on customer count, travel distance, driveway size, snow density, parked vehicles, walkway scope, municipal-plow timing, staffing and equipment reliability.
SnowRescue intentionally limits route capacity because the route should work before another address is added. “We don't chase volume” is therefore an operating principle, not simply a marketing line.
Frequently asked questions
At what snowfall depth does SnowRescue start service?
Seasonal service is triggered at 5 cm of qualifying snowfall, subject to the seasonal agreement and service conditions.
Can SnowRescue clear a driveway when cars are parked?
Often, yes. When approximately 42 inches of safe equipment access remains, SnowRescue can often continue clearing accessible areas around parked vehicles. Vehicle position, snow conditions and property layout can limit coverage.
Does SnowRescue use truck-mounted plows on residential driveways?
SnowRescue uses professional snowblowers and hand clearing for its residential service model rather than bringing a truck-mounted plow blade onto the driveway.
Does Milton clear residential driveway windrows?
Most Milton homeowners remain responsible for their own driveway windrows. The Town operates a restricted program for eligible seniors and persons with disabilities that activates after snowfall exceeds 10 cm and after road plowing is complete.
Does Oakville clear driveway windrows?
Oakville offers a paid 2026–27 windrow program at $190.27 + HST ($215 including HST). Service begins after roads are plowed and may take up to 36 hours after snowfall ends.
Does Burlington offer windrow clearing?
Yes. Burlington approved a 2026–27 program fee of $150 + HST, with an enhanced target of eight hours after residential roads are plowed or within 36 hours after snowfall ends.
Does Mississauga clear residential driveway windrows?
Mississauga clears a portion of eligible residential driveway windrows after final road plowing. The opening is at least 3 metres wide and timing varies with snowfall depth.
What is a post-plow return?
A post-plow return is a return visit to reopen the contracted driveway entrance after a municipal road plow leaves a new windrow following the main private clearing.
Why choose a snowblower-first residential service?
It can provide more maneuverability around residential obstacles, reach walkways and entrances, reduce direct truck-plow blade contact with the driveway and often continue clearing accessible areas when vehicles remain parked.
